Chief Administrative Officer

The Organization 

The MD of St. Paul Foundation is a provincially incorporated Management Body under the Alberta Housing Act and its associated regulations. The Foundation manages low-income housing and rental programs that provide essential housing options for seniors and low-income families with children.

Centrally located in St. Paul, Alberta, the Foundation is governed by a Board of Directors consisting of seven elected officials from the Town of St. Paul, the Town of Elk Point and the County of St. Paul. The Foundation manages a broad range of provincially owned housing units in the region, including:

  • Sunnyside Manor in St. Paul with 113 units.
  • Heritage Lodge in Elk Point with 50 units.
  • Heritage Homes in St. Paul, [New Build underway] 90 units.
  • Buckingham House and Fort George Manor in Elk Point, with 31 units.
  • Ashmont Aspen Grove Apartments and Mallaig Golden Homes in the County of St. Paul, with a total of 16 units.
  • Three houses in Elk Point and one house in the County of St. Paul, for low-income families with children.

Through its housing portfolio and rent assistance programs, the Foundation supports seniors and low-income families throughout the region. Its two lodges operate 24 hours a day, seven days a week, and the organization employs approximately 68 people. In the lodge setting, the Foundation provides accommodation, meals, programming, and related services, while Alberta Health Services provides health and homecare supports as applicable.

The Opportunity

Reporting to the Board of Directors, the Chief Administrative Officer (CAO) is accountable for the overall leadership, planning, reporting, budgeting, management, and administration of the Foundation. This is a broad, hands-on executive role that balances sound financial stewardship and regulatory compliance with people leadership, housing operations, asset management, resident and tenant services, and community relationships. The CAO’s work directly supports safe, dignified housing and quality of life for seniors and low-income families across the region. Key areas of accountability include:

  • Legislation Compliance,
  • Board Administration,
  • Management Body Administration,
  • Financial Administration,
  • Maintenance Administration,
  • Tenant/Resident Administration,
  • Human Resource Management,
  • Project Management, and
  • Leadership and Direction.

The CAO oversees all aspects of the organization’s daily operations and works closely with the management team, employees, tenants, residents, families, service partners, and the Board. The Foundation’s lodges operate 24/7, and the CAO is on call for emergencies as necessary.

Given the community-facing nature of the role, the successful candidate will be expected to reside in one of the participating municipalities.

The Ideal Candidate

The ideal candidate is a principled, collaborative, and hands-on leader with proven financial mangement experience, broad operational management experience, and a genuine commitment to respect and community-focused service.

As a trusted Board advisor, they can communicate financial and operational information clearly, assess risk, and support informed decision-making. The CAO brings relevant lived experience and knowledge of leading all primary aspects of an organization. Equally important, they understand the day-to-day realities of a lean, service-oriented organization, embrace continuous improvement of their staff and operations, and can balance long-term planning with practical operational needs.

The CAO must be highly collaborative, visible, and community-focused, the ideal candidate is comfortable engaging with Board members, employees, tenants, residents, service partners, and the general public. They bring proven leadership skills and the ability to support managers, build trust, resolve issues constructively, and oversee operations with professionalism and empathy while fostering a respectful, accountable, and service-oriented workplace culture.

Primary Roles and Responsibilities

Legislation Compliance

  • Understand and apply legislative requirements.
  • Advise the Board of legislative requirements.
  • Assist the Board in the development of government policies.
  • Develop and implement operational policies and procedures.
  • Conduct ongoing internal site reviews to ensure compliance with legislation, regulations, accommodation standards, OH&S, and operational policies and procedures.
  • Prepare and forward all required reports and documents to the government.
  • Ensure Board members, staff, other providers and volunteers understand the provisions of protection for persons in care legislation,
  • Ensure adherence to privacy legislation.
  • Ensure compliance with requirements applicable to AHS-contracted units.

Board of Directors Support and Administration

  • Conduct Board orientation and provide ongoing administrative support to the Board.
  • Organize Board meetings, prepare financial statements and information package.
  • Assist in the preparation of the management body Business Plan.
  • Prepare and participate in government reviews and audits.
  • Develop, implement and review policies.

Organization / Administrative Management

  • Maintain standardized processing and templates for reporting.
  • Review and analyze data to assess operations, and to identify trends and patterns.
  • Maintain and monitor a records management program.
  • Ensure all required insurance is in place.
  • Ensure all required licenses and permits to conduct business are in place.
  • Ensure the safe storage of the corporate seal.
  • Collect statistics regarding vacancies and waiting lists for each project.
  • Collect and compile client profile survey data.
  • Ensure management body complaints are dealt with in a fair and objective manner.

Financial Administration

  • Prepare operating and capital budgets.
  • Ensure adherence to approved budget for each project.
  • Oversee payroll (A/P, A/R)
  • Liaise with financial and legal advisors.
  • Monitor and maintain bank accounts required to conduct business.
  • Develop and monitor financial control procedures.
  • Serve as signing authority.
  • Oversee the preparation of all government forms, e.g. T4’s, T5’s, GST returns.
  • Support annual audits.

Maintenance Administration

  • Conduct inspections on projects and initiatives.
  • Ensure preventative and corrective maintenance practices are followed.
  • Participate in government Property Condition Inspections.
  • Manage tendering process and award contracts.
  • Provide input on maintenance and design of housing units and renovation.

Tenant / Resident Administration

  • Provide information regarding senior housing options.
  • Oversee and continually assess application review and in-take procedures and policies.
  • Conduct tenant/resident assessments in conjunction with managers.
  • Manage waiting lists and report to the province.
  • Ensure required tenancy and residential services agreements are completed.
  • Develop, implement, monitor, and review resident managed-risk agreements.
  • Ensure residents continue to be appropriately housed.

Human Resource Management

  • Develop, monitor and implement HR Strategies to attract, develop and retain a skilled workforce.
  • Oversee benefits, training, and overall performance management.
  • Develop and monitor personnel policies and procedures.
  • Research, develop and maintain a competitive wage grid.
  • Serve as mediator in staff and/or tenant / resident disputes.
  • Oversee the appropriate management of HR matters.

Project Management

  • Procure and manage Capital Maintenance and Renewal Projects as required.

Leadership and Direction

  • Serve as the primary spokesperson and contact for the Foundation.
  • Oversee the development, implementation and approval of site-specific strategic and operating plans.
  • Ensure development of site-specific Health and Safety Programs.
  • Direct, support and evaluate site managers and other leadership team members.
  • Conduct ongoing research to ensure the adoption and implementation of best practices.

Qualifications and Requirements

  • A Bachelor’s degree or Diploma in finance, business administration, office administration or related field, or a relevant combination of education and work experience.
  • Operational knowledge of accounting and finance and functional experience with accounting programs.
  • Demonstrated capable use of Microsoft Office.
  • Minimum five (5) years’ experience working in a leadership capacity of a private company or public / Not-for-Profit organization.
  • Experience in the municipal / provincial public sector having worked with a Council, Commission or Board would be preferred.
  • Demonstrated leadership or supervisory experience, including responsibility for people, operations, and financial performance.
  • Appreciation or understanding of, and exposure to, supportive housing, seniors housing, property management, or a comparable community-service environment would be beneficial.
  • Effective communication skills, verbally and in writing, to Board Members, employees, and members of the public.
  • Ideally possessing certificates in WHMIS, First Aid, and CPR.
  • Valid Class 5 driver’s licence.
